浅谈企业财务预算管理

摘  要
 财务预算管理是企业管理的重要手段，是解决公司财务正常运作的工具，是在预测和决策的基础上，围绕企业战略目标，对一定时期内资金的取得和投放、各项收入和支出、经营成果及其分配等资金运作所作的具体措施。有助于财务决策权的分配，并能衡量企业经营业绩提供标准。还能帮助企业有效地回避财务风险，能够促进企业提高经济效益。财务预算管理作为一种有效的管理手段及其在企业经营中的独到功能和作用，是企业全面预算体系中一个重要的组成部分,在企业内部控制中发挥了重要作用，越来越受到企业界的重视。将其作为深化企业改革,强化企业内部科学管理的一项重要任务来抓。本文阐述了财务预算管理的内容及其重要性，并以山东华乐实业集团公司为例对其财务预算管理制度进行分析并提出完善建议。

Abstract
 Financial budget management is an important means of enterprise management, it is an common tools of financial solution. The financial budget is prepared based on forecasting and decision-making considering the company strategic objectives, it can solve the financing and investment, income and expenditure, operating results and allocation during some period. It can help empowering financial decision and provide a standard measures of business performance. Effective budget management can effectively avoid the financial risk and promote the business performance. It plays a different role in business operation, and is also a part of company overall budget. It is a tool of deepening enterprise reform, strengthen internal scientific management. The paper  mainly states the content and the importance of the financial budget management, and take Shandong Huale Industrial Group Corporation for example, to analyse its financial budget management system and put forward some affective advice.
