电信企业全面预算管理问题研究

摘 要

 随着经济全球化进程的推进，中国电信企业正面临着国际化竞争的考验，当前，中国电信企业与世界先进电信企业相比，我国电信企业仍缺乏相应的竞争能力，电信企业应以全面预算管理为突破口，全面提升电信企业的管理水平。电信行业作为国民经济的重要组成部分，有其独特的生产经营特点，电信企业推行全面预算管理也必须紧密结合行业特点。
 本文旨在通过对全面预算管理相关基础理论的梳理，研究和剖析相关问题，探求发展和完善我国电信企业全面预算管理的有效途径。文章第一部分阐述了全面预算管理的基本理论及电信企业全面预算管理概况。第二部分介绍了电信企业全面预算管理的现状。第三部分客观分析了电信企业全面预算管理存在的问题。主要包括：员工参与度不够；预算编制不够科学；执行与控制环节不够严谨；资本支出预算管理急待改进。第四部分提出改进电信企业全面预算管理的建议。主要包括:结合电信企业预算编制环节存在的问题，就电信企业预算编制方法进行了有益的探索和研究；结合电信企业竞争格局和企业文化特点，提出了电信企业有必要推行紧预算控制模式；针对电信企业投入大、投资风险大的特点，建议电信企业对资本开支实行滚动预算管理。

 Abstract

 With the development of economic globalization, China’s Telecommunications Enterprises will face to the challenges of international competition. Comparing with the developed Telecommunications Enterprises in the world, we should admit that China’s Telecommunications Enterprises still lack suitable competency . In addition, the Telecommunications industry is an important part of our national economy and it has many own characteristics. To realize comprehensive budget , we should consider the characteristics of Telecommunications Enterprises.
 This text is to study and analysis the problems with relevant basic theory, finding ways to develop the comprehensive budget management of Telecommunications Enterprises. The first chapter recollects the basic theory on the comprehensive budget management. The second chapter introduces the comprehensive budget management’s current status of Telecommunication Enterprises. The third chapter analysis the problems，including the problem of securing employee involvement and empowerment, the problem of budget ,the problem of execution and control of operations and the problem of capital expenditure.The chapter five brings forward the advices that how to ameliorate the comprehensive budget of Telecommunications Enterprises. Combining with the problems of budget, the thesis explores the budegetary compilation methods of Telecommunications Enterprises. Considering the competitive situation and culture of Telecommunications Enterprises, the thesis proposes that the tight control is the advisable of investment management, capital budget of Telecommunications Enterprises should implement rolling budget.
