菲律宾劳务输出的支持政策体系及启示

摘    要
      近年来随着经济全球化的发展和WTO制度的逐渐完善，国际服务贸易开始迅猛发展。作为服务贸易的一个分支，国际劳务输出也迎来了发展的黄金时段，许多发展中国家的劳务输出业务逐步发展壮大，但是发展的同时仍然存在许多问题。作为一个成功的劳务输出国，菲律宾的做法和经验是值得许多劳务输出产业还不够成熟的发展中国家借鉴的。本文首先通过对菲律宾的劳务输出的各项支持政策，即法律支持政策、行政支持政策、财政支持政策、教育支持政策的分析和研究，得出了如下结论：菲律宾政府成功的构筑了一个各项政策相互联系、相互补充、相互作用的劳务输出的支持政策体系。并且结合香港“菲佣”的生活工作情况对这一体系进行进一步的介绍和说明。接着本文分析了现今大多数发展中国家在发展对外劳务输出产业上存在的问题和面临的挑战，文章结尾在前面分析的基础上为发展中国家发展对外劳务输出提出建议和对策，如加强劳务立法、加强保护劳务人员合法权益、加强劳务人员的技能培训、设立海外就业管理机构等。

Abstract

Along with the economic globalization development and the gradually improving WTO system in the recent years, the international service trade runs across a rapid development. As a branch of the international service trade, the international labor-service export also enter into a golden era, many developing nations’ labor-service export gradually grew to be stronger and stronger. Meanwhile they still had many problems. As a country successful in labor-service export, Philippines' successful experience is worth many countries with developing labor-service export industry to model.
    This thesis first will go through the analysis and the research about the law policy, the administrative supportive policy, the financial supportive policy, and education supportive policy in Philippines, to draw the conclusion that the Philippines government have succeed to construct a system to support labor-service export in which each policy relates with each and supplements each other integrately. Following that, the thesis discusses the life and working conditions of “Philippines Servants” in Hong Kong to carry on further introduction about the Philippines system mentioned previously. This thesis also analyzes the challenges and problems which the majority of developing countries faced nowadays as they try to develop labor-service export industry. Based on the discussion all along the way, the writer puts forward a proposal in the last part, which may help to solve those problems of developing countries, including strengthening related legislation, protecting the rights and interests of labor-service providers and enhancing their skills via training, setting up overseas HR institutions, etc.
