国际服务外包与长三角经济转型——以平湖市为例

摘  要

    在中国开放型经济发展的大局中,长三角始终走在前列,取得了令人瞩目的成绩。在当前新形势下，发展服务外包已成为转变经济发展方式、优化产业结构的重要手段。新一轮以服务业为主导的国际产业转移是长三角开放型经济转型的重要契机,长三角应充分利用自身优势,积极承接跨国服务外包,为开放型经济的科学发展培育新的增长点。政府和企业找准切入点，优化资源配置，加大工作力度，服务外包在经济发展中的重要作用将逐步突显。
 本文从服务外包发展的进程为出发点，通过对外包背景进行研究，提出承接发展服务外包是经济发展及转型的必然趋势。以经济迅速发展、经济体制不断完善的长三角为研究重点，分析长三角经济与外包产业发展现状与特点，尤其是当该地区面临的千载难逢的发展机遇，同时在产业发展中也面临着许多挑战，并指出该地区承接发展服务外包的必要性与紧迫性。本文以平湖市为例，强调了平湖市作为长三角地区的交通枢纽城市，在加大接轨上海的力度，主动接受上海经济的辐射，加快发展服务外包推动经济转型的过程中，如何发挥企业的主体作用和政府的引导推动作用，通过对产业供给与需求等现实基础的分析，提出了加快发展服务外包的方向和政府应制定的政策与措施，以全面推进服务外包产业的健康发展。

International service outsourcing and Yangtze River Delta economic zone transition-as the sample of Pinghu

ABSTRACT

 Yangtze River Delta economic zone always walks ahead row and achieves great result in China economy development. Recently, developing service outsourcing has already become the most important technique in transition economy development mode and optimization industrial structural. Yangtze River Delta economic zone should fully use own advantages and take charge overseas service outsourcing to breed new increasing point. Government and enterprise should find right cut-in point, optimize resource configuration, and increase working force to ensure service outsourcing become important effect in economy development.
 This paper set the start from the development process of contract out, through the background research of contract out, and suggests that the development of service outsourcing is the transformation of an inevitable trend. With the example of Yangtze River Delta,  the economy and the outsourcing of industrial development status and characteristics were researched, especially when facing the region's rare opportunities for development, while also facing industrial development in many Challenges and noted that the development of the region to undertake outsourced services and it’s necessary and urgency. In this paper, Pinghu City, for example, is a regional transport hub in the Yangtze River Delta cities, enormously effected by the development of Shanghai, it take the initiative to accelerate the development of service outsourcing promote economic restructuring in the process of transformation, as well as the government plays a main role in guiding and promoting, through the industry supply and demand, and so on the basis of reality, by speeding up the development of service outsourcing in the direction and the Government should formulate policies and measures to comprehensively promote the outsourcing of services to the healthy development of industry .
