我国发行市政债券的必要性与可行性研究

摘  要

    本文旨在通过对市政债券的研究主要站在政府或国家的角度来阐述在我国发行市政债券的必要性及可行性，提出在中国金融市场上加大发行市政债券的建议。
    本文首先通过对国内外有关市政债券等相关内容的文献资料研究的基础上，阐述了市政债券的基本概念及其本质,然后通过对国外市政债券的介绍及国内市政债券市场的概括分析对市政债券进行了简要的阐述。
    紧接着在下面的的章节里阐述了发行市政债券的必要性及可行性。分别从市政债券的作用，发行市政债券的重要性，对我国经济现状的分析和评价这四个主要方面来阐述。
    本文还通过对发达国家队市政债券的运作的经验，以美国为例，通过对美国市政债券市场的介绍，利用一系列方法分析了发行市政债券必要的市场条件。并且通过对发展中国家有益尝试的分析总结，提出适合中国过去的市政债券发行运作方案。该方案包括发行市政债券的基本原则，保障机制和风险控制。
    文章的最后通过对我国西部大开发发行地方政府债券的案例进行简要的分析，来论证发行地方政府债券的必要性以及可行性，为论证本文整个论题提供实例，增强文章的论证性。
    本文的结论部分总结了整篇文章的主要思想和论点，提出未来研究的问题和方向，指出本文研究的缺陷和不足。

ABSTRACT

        This paper studies on municipal bonds issued in China to explain the necessity and feasibility of municipal bonds, made in China's financial markets to increase the proposed issuance of municipal bonds.
       Firstly, the municipal bonds by domestic and foreign literature related content based on the research, described the basic concept of municipal bonds and the nature, then by the introduction of foreign and domestic municipal bond municipal bond market, a general analysis on municipal bonds are briefly described.
        Then in the following chapters explain the necessity of issuing municipal bonds and feasibility. Separately from the role of municipal bonds, the importance of issuing municipal bonds, on the status of China's economic analysis and evaluation of the four main aspects to explain.
 This team also developed through experience in the operation of municipal bonds to the United States, the U.S. municipal bond market through the introduction, methods of analysis using a series of municipal bond issuance necessary to market conditions.  
 Through the analysis of the developing countries try to sum up good, put forward for China in the past operation of the municipal bond program. The program includes the basic principles of municipal bonds issued to protect the mechanisms and risk control. Finally, the article on China's western development the Local Government to conduct .
 A brief analysis of the case, to prove the necessity of issuing bonds, and the feasibility of local governments, to demonstrate this to provide examples of the topics to strengthen the argument of the article. The conclusion of this entire article summarizes the main ideas and arguments put forward issues and directions for future research, pointing out the defects and deficiencies this paper.
