浅析生态标签对浙江省纺织品出口贸易的影响及其对策

摘 要

 浙江省是传统的纺织服装生产及出口大省。经历了入世，以及配额的取消，还有近来的人民币升值，再加上纺织成本的提高，一连串的考验正等待着我省的纺织出口企业。另一方面，纺织品的进口大国为保护其国内市场，不断出台新的贸易保护措施，如日益升温的反倾销措施、进口关税、绿色环保要求等。在这种背景下，研究浙江省纺织品出口遭遇发达国家技术性贸易壁垒的现实状况，尤其是选择典型的出口目标国（既经常对浙江省纺织品实施技术性贸易壁垒的国家）作为研究的主要对象，分析这些国家实施技术性贸易壁垒在浙江省纺织品出口中的影响作用，以及比较不同国家TBT因素对浙江纺织品出口的不同影响，从而进一步找出浙江省纺织企业跨越技术性贸易壁垒的政策建议具有现实意义，本文主要是以生态标签为代表的技术性贸易壁垒对浙江省纺织品出口贸易的影响为研究，分析我省面临着严峻的挑战，并提出使整个行业提高竞争能力的建议。

ABSTRACT
 
 Zhejiang province is the traditional export province of weave and dress. Through joining WTO, canceling the quota, appreciation of RMB and increasing the cost. There are a series of tests are waiting for the export company of weave of our province. On the other hand, the import countries of textile actualize some new protective policies constantly, e.g. the antidumping policies, imports and exports tax, the requests of protecting environment and so on, in order to protect the domestic market. Ipso facto, Zhejiang textile exports in the developed countries experienced the reality of technical barriers to trade, especially choose the country which make the exports to his target (the country which actualizes the technical barrier trade to Zhejiang)as the main target of research. And analysis the effect of these countries in the implementation of technical barriers to trade in textile exports in Zhejiang Province, and take the comparison of different effects of different countries TBT factors to Zhejiang textile exports. Thereby furtherly find out the policies and advices that could make the Zhejiang textile export trade to span the technical trade barrier. Mainly focused on the effects of the technical barrier trade act on the Zhejiang textile export trade which make the zoology label to the deputy, and we educed that our province is faced with severe challenges, and then we must do a lot of works on energy saving, and at the same time we also should strengthen the readjustment of the industrial structure, strengthen scientific and technological innovation, and establish the industry chain from the upper to down on private enterprise and promote the entire industry into a higher level.
