我国电信服务业的现状和国际竞争力分析

摘要
20世纪80年代以来，随着国际经济一体化趋势的加强，服务业在一国对外贸易中的地位越来越重要，成为各国竞争的焦点，各国加快了服务贸易的开放步伐。而在服务贸易中，电信是最为看好的产业。和发达国家相比，我国电信服务业发展水平和竞争力存在着巨大的差距。加入WTO后，我国电信服务业将逐步开放市场，迎接挑战。这关键是找出适当的方法，使其能够获得电信市场开放好处的同时，又不会被国外电信服务商冲垮。从这一点来说，入世后我国电信服务业的主要对策是尽快提高竞争力。本文试从决定电信服务业对外开放程度的三个协议以及我国在电信服务业的承诺出发，分析我国在承诺履行过程中存在的问题，进一步剖析我国电信服务业国际竞争力，由此提出提高国际竞争力的对策。

THE STATUS AND ANALYSIS OF INTERNATIONAL COMPETITIVENESS OF CHINA’S TELECOMMUNICATION SERVICE TRADE
ABSTRACT
Since 1980s, with the strengthen of the trade of global economic integration, service industry in the foreign trade becomes more and more important , and has become the focal point of competition. Every country starts to accelerate the pace of liberalization of trade in services .while in trade in services, the telecommunications industry is the most promising service trade .But compared with developed countries, there is a huge gap in the level of development and competitiveness of telecommunications. Entry into WTO, China's service sector will gradually open its telecommunications market to meet the challenges. The key is to find out appropriate ways to enable it to gain benefits and at the same time, it will not be collapsed by foreign telecommunications service providers .from this point, after we entry into the WTO, the major measures for telecommunications services is to enhance the competitiveness as soon as possible. This paper starts from three agreements that decide the open of telecommunications services as well as the commitment we make on, and then analyzes the problems we have in the process of fulfilling the promise, and the international competitiveness of telecommunications services .And on this basis, measures to improve international competitiveness are proposed.
