关税减让对中国汽车产业的影响分析

摘 要

 关税是进行宏观调控的重要杠杆，是国家财政收入的重要来源，是保护国内产业的有效手段。中国的汽车产业一直受到政府高关税政策的保护,关税政策的调整关系到中国汽车产业的兴衰。而在中国加入世界贸易组织之后，要承担着关税减让的义务，因此汽车关税在入世后的几年里迅速下降。如此大幅度下调关税，对中国的汽车产业的冲击是可想而知的。中国汽车产业发展的前景如何已成为人们关注的焦点。
 本文从分析关税对汽车产业的福利影响的角度出发，通过对关税的局部均衡模型分析以及数据统计，揭示关税减让对汽车产业带来的影响，以此来确定我国汽车产业未来发展应该采取的策略。本文主要由以下六部分组成：第一部分主要阐明了本文的选题背景及意义；第二部分阐述中国汽车产业的产业特征，影响要素分析，以及发展状况等；第三部分概述关税与关税减让的定义以及功能等；第四部分详细分析了关税减让对中国汽车产业的影响；第五部分是总结各方面观点，对促进未来中国汽车产业发展提出相应的对策。最后一部分是对以上内容进行总结。

ABSTRACT

 Tariff is an important macro-control lever, it is also an important source of revenue of the country and an effective means of protecting the domestic industry. Chinese auto industry has always been protected by Government's policy of high tariffs. Tariff policy adjustments had a direct bearing on destiny of Chinese auto industry. Entering the WTO, China assumed the obligations of tariff concessions. Therefore, auto tariffs declined rapidly in the past few years. It is obvious that it is a huge impact for Chinese auto industry. The development of Chinese auto industry has become the focus of attention.
 This thesis analyzes the tariffs which affect the welfare of the auto industry and makes use of the partial equilibrium model of tariff analysis and statistics to reveal the impacts of tariff concessions on the Chinese auto industry and puts forward proposal for the development of the Chinese auto industry. This thesis is composed of six parts. The first part mainly introduces the subject background and the significance of the article. The second part says the characteristics of  Chinese auto industry, its impact on factor analysis, as well as the development process of Chinese auto industry and so on. The third part analyzes the definition, the function of the tariffs and tariff concessions，The forth part analyzes the tariff concessions impacts on Chinese auto industry. The fifth part mainly sums up all viewpoints, and puts forward my own proposal for the development of the Chinese auto industry. Finally, the last chapter summarizes the above contents.
