论我国服务贸易统计体系及完善对策

摘   要

     国际服务贸易统计是国际贸易统计领域为适应国际服务贸易的发展最新发展起来的一种新兴统计.本文联系当前实际,阐述了国际服务贸易的重要性,进而认识到建立国际服务贸易统计体系的紧迫性.立足于国际组织的先进服务贸易统计体系—BPM5和《国际服务贸易统计手册》，和美国先进的服务贸易统计制度,结合我国服务贸易统计发展现状,本文最后一部分提出改革我国服务贸易统计管理体制,健全我国BOP统计,并在全国范围内逐步开展FATS统计的思路. 我国对外投资在总量上要远少于外资的进入，外国附属机构每年在我国境内的销售和其对外出口在GDP占有一定比重，所以从统计意义上讲，内向FATS比外向FATS在现阶段更有意义。外向FATS统计相对较难，所以可以通过内向FATS的实践，来为外向FATS做准备。

ABSTRACT
International statistics in services is a quite new branch of international statistics in trade complied with the development of international services. With an eye on present situation, the paper elaborate the importance of international services, by which it indicates the urgency to establishment of a system of international statistics in services. After careful study of the frontier system from international organizations, the fifth Edition of BPM and Manual on Statistics of International Trade in Services, and the advanced statistics regime in services in America, the paper raise a proposal which accords to the current situation of international statistics in our country. The proposal, which constitute the last part, includes the reform the managerial system of international statistics services, improvement on the BOP statistics and a gradual development of FATS statistics around the country.
