绿色贸易壁垒对中国对外贸易影响及其对策分析

摘  要

 绿色贸易壁垒是当今国际贸易保护主义的新动向，是非关税壁垒的重要组成部分，它对国际贸易的发展产生了很大程度的影响。一方面绿色壁垒能促进低标准产品向高标准发展，有利于人类环境的保护和产品质量的整体提高。另一方面由于这些技术标准是以进口国的技术水平为制定基础的，如果标准过高，发展中国家很难达到。因此，这种技术标准掩盖着限制外国产品参与本国市场竞争的隐蔽目的，最终结果是致使发展中国家的商品难以进入发达国家市场。本文在探讨绿色贸易壁垒的相关概念的基础上，阐述了绿色贸易壁垒产生的原因、特征及基本形式，叙述了它对我国对外贸易的影响，在此基础上，从政府和企业两个层面上提出了应对绿色壁垒的对策建议。

ABSTRACT

 Green barriers are the new trend of international trade Protectionism ，and they are important Parts of non-tariff barriers，they have had significant degree of influence to the development of international trade . Green barriers to promote low-standard products to the high standards development ,and help to the protection of the human environment and improve the overall quality of products. On the other hand ,the technical standards of the importing country based on themselves’ standards ,if high standards in developing countries difficult to achieve. Therefore ,this technical standards cover up the purpose of restrictions on foreign participation in domestic competition in the market products, so that the goods of developing countries difficult to enter the markets of developed countries  as the end result .This article systematically elaborates on the causes of green barriers，basic forms and characteristics，and detail exposit its impact to China’s foreign trade .On this basis，we make approaches to set  out the green barriers both from the government and enterprise level.
