跨国公司在苏锡常地区的技术溢出问题探析

摘    要

      苏锡常三个科技园区依托良好的区位条件、优越的政策环境，以跨国公司为代表的外商投资云集，形成了以电子信息、新材料与新能源等新兴产业群。然而，苏锡常科技园区的一个显著特征是“两头在外”，其主要技术源来自海外，技术创新扩散也主要在海外。三地科技园区吸引跨国公司的技术转移是以其对华转让先进技术为开端，通过人才流动和科研合作等渠道，使企业与跨国公司形成有效关联，促成跨国公司对华技术溢出，逐步提升自主创新能力。本文第一部分主要对跨国公司在苏锡常三个科技园区的投资状况、技术转移特征进行分析。并在第二部分阐述了跨国公司在这三地的投资所产生的技术溢出问题。最后，就促进跨国公司在这三个科技园区的技术溢出效应给与了相关的建议。

Abstract

Three science and technology regions rely on the good condition and the superior policy at Suzhou Wuxi and Changzhou area. There are lots of foreign businessmen who invest to these areas, especially multinational corporations’ investment. The new and developing industrial group has been formed basically; it includes electronic information, new materials, and new energy and so on. However, there is a notable characteristic in these science and technology regions, the notable characteristic is the 'two outside', its main technology stem from overseas, and technical innovation spread mainly overseas. Three science and technology regions attraction multinational companies’ technology transfer is that they transfer the advanced technology to China, what is a beginning. Through the flow human resource and scientific cooperation and so on, it causes the enterprise and the multinational corporation formed the effective connection, and facilitates the multinational corporation ‘technology overflow to China, gradually promotes the independent innovation ability.
In the first part of this thesis, I analyze mainly the characteristic of investment situation and technology transfer in these regions. In the second part, I illustrate the problem of technology overflow, which produces multinational companies in these three places investment. Finally, I give the related propose, promoting technical overflow effect of multinational companies in these three technical garden areas.
