CEPA背景下粤港金融合作问题探讨

摘    要

    2003年《内地与香港关于建立更紧密经贸关系的安排》（简称CEPA）的正式签订为粤港区域金融合作创造了新的契机。而作为内地经济发展迅速的广东省，无论从经济实力还是从地域位置方面都具有独特的优势和香港进一步合作发展。本文在分析并肯定粤港金融合作的战略意义基础上，主要运用区域经济学的相关原理重点分析了粤港金融合作的现状及未来双方进一步合作的机会，认为在资金相互流动的格局逐步形成、支付结算合作进展较快、银行业务合作逐步开展的良好发展态势下，粤港区域金融合作在相互进入市场拓展业务、实现经济转型等方面还有许多发展空间。然而由于二者制度方面的根本差异，导致二者在社会信用、市场形态等方面也存在一定的合作障碍。为了进一步促进其合作，应该采取以下一些措施：进一步加强粤港两地在金融领域的多样化合作；创造条件提高两地金融合作层次；进一步加大政府支持力度以保证双方金融合作的有效实施。

A turning point was found for the financial cooperation between Guangdong and Hongkong when the “Closer Economic Partnership Arrangement” (simply called CEPA) was formally signed in 2003. Guangdong，as a fast developing province in the inland China, has a unique advantage of the economic strength and the local position to cooperate with Hongkong for the further development. On the basis of theoretical analysis and affirming the strategic significant of the cooperation between Guangdong and Hongkong, this paper mainly discusses the status of the financial cooperation and the opportunities of the future cooperation between the two. Then the setup of the capital exchange could be gradually formed, and the cooperation in payment or clearing would be promoted rapidly, and the cooperative business between bank would be handed well. With this good condition, there will be much development space in expanding market business and changing the mode of the economics. Yet, because of the complete deference system, there is still some barriers between the two partners’ cooperation in social credit and market mode. The following steps can be adopted for the further cooperation, fatherly strengthening diversified cooperation in financial field, making the condition to improve the cooperation level in financing, fatherly strengthening the support power of the government to ensure the effectively enact of the financial cooperation.
