欧盟CAP的挑战及其前景

摘    要

    由于自身财政及世界贸易的影响，欧盟共同农业政策自1962年正式确立以来已历经多次调整。在欧盟内部，共同农业政策稳定了农产品市场，保护了农民的利益，但由于政策本身的不足，使得欧盟财政吃力，大量的补贴和国家支持已难以为继；对世界而言，共同农业政策作为欧盟的重要政策之一吸引着世界各国及各组织的关注，尤其在全球一体化的形势下，共同农业政策的调整影响到世界农业的发展。
    本文在概述欧盟共同农业及分析其历史演变的基础上，结合当前政治经济形势，提出了欧盟共同农业政策所面临的挑战，并对其发展前景进行了相应展望。

 Abstract

Since it was established in 1962, the Common Agriculture Policy has been adjusted constantly for its own financial problem during these 4 decades. To EU, the Common Agriculture Policy fixed the market of farm produce and protected the benefit of farmers. However, because of the defects of CAP, the finance of EU is hard to burden. Lots of fiscal subsidies and government supports are hard to maintain. To the world, the CAP, which is an important policy of EU, surely attracts the whole world attention .Especially during the situation of organic whole world, the adjustment of CAP effects the development of world’s agriculture.
    This paper puts forward the challenge which EU is confronted with currently by summarizing the concept of CAP and its process. And combined with president politics and economical situation, it looks into the future of CAP correspondingly.
