跨国公司在我国投资的技术外溢效应
摘  要

 在当今经济全球化加速发展的背景下，作为国际资本的主要流动形式，外商直接投资对东道国经济发展的影响一直受到各国经济学家的密切关注。特别是20世纪70年代以来，发展中国家特别是东亚和东南亚部分国家在大量吸引外资直接投资的过程中，取得了显著的经济发展。
 我国自19世纪70年代末期开始吸引外商直接投资（FDI），到目前为止，外资经济在我国经济中已占据重要地位。
 2002年，我国FDI实际利用金额首次超过美国，成为世界上吸收FDI最多的国家。截至2007年底，中国累计使用外资金额达7908亿美元，来华投资的国家和地区超过200个，世界500强约470家在华投资，外商投资设立的各类研发机构超过750个。
 广东省作为改革开发的前沿阵地，是我国工业制造业最为发达的地区之一，也是外商投资的主要流入地。1978年-2007年广东省累计实际利用外资1955.86亿元，占全国利用外资的四分之一，强大的外资注入对当地的效果是显而易见的，可以说是全国利用外资的一个缩影。本文旨在研究广东省内的FDI在经济增产中所产生的技术外溢效应。
 运用理论和实证分析方法，分析了外商直接投资技术溢出效应的微观机制和影响因素，并对广东FDI溢出效应的量化进行了模型探讨和实证检验。结果表明，外商直接投资对广东技术进步有正的溢出效应，但效果不显著，因此本文对影响、限制外资在广东溢出效应的因素进行了分析。结合理论分析和实证研究结果，本文给出了进一步促进广东FDI溢出效应的对策，即研究了上海在利益外商直接投资特别是外商直接投资的技术外溢效应方面的经验，以期对广东外资政策的转变有所借鉴；以外商投资公司为研究对象，如何诱导其技术溢出；以广东本土企业为研究对象，如何更好地吸收溢出效应。

CEPA and the Tourism of Guangdong, HK and Macao---- Impact and Solution
ABSTRACT

 The implementation of CEPA provides great support for the tourism of Guangdong, Hong Kong and Macao that is already closely related. Under the Agreement, how to integrate and boost the tourism of the said regions becomes the focus of worldwide attention. The support includes injecting abundant resources and adopting a series of favorable policies and measures, which plays an important role in the regional tourism cooperation and integration. This paper sets its goal of finding out the best binding point of the said regional tourism cooperation under the framework of the Agreement through analyzing the situation of the tourism of the said regions with reference to the ready research findings and the theoretical framework of regional tourism cooperation. SWOT is adopted as the analytical tool. The opportunities and challenges brought by CEPA are discussed at the same time as well as the suggested solutions to improve tourism cooperation.
