摘要
传统民用水表一直采用人工抄表收费的方式，效率低下且收费困难，IC卡式智能水表的出现从根本上解决了这个问题，加强了用水管理的效率和质量。
本文详细介绍了IC卡式智能水表的基本功能、特点和发展现状，并深刻分析其结构原理，制定系统设计方案，研究了相关的硬件组成和软件控制流程。此外，对系统的低功耗、抗干扰性及安全性也作了一定的研究。最后，总结系统存在的问题，对继续改进和完善的内容、方向进行了探讨。

Abstract
Traditional civil water meter always rely on manpower to copy out the data and charge for water, which is low efficiency and difficult . The appearance of water meter with intelligent card absolutely figures out this problem and enhances the efficiency and quality of the water administration level.
This paper introduces the water meter with intelligent card about basic functions、characteristics and development actuality at length, and gives out a profound analysis of configuration elements. Then it solves a system design solution, and researches the hardware configuration and software control flow. In addition, it also refers to low power dissipation、anti-jamming and security. At last, we summarize the existing problems of the system, and discuss the content、technique for continued perfection.
