 根据丽水市现状及规划要求，老城区的尽量利用原有的雨水管，对局部地区进行适当的改动。新城区的排水系统雨污分流。确定本规划年限为2008年至2020年。规划近、远期及远景划分为：1．近期：2008年-2010年2．远期：2011年-2020年3．远景：2021年以后。编制本规划要从分析丽水市雨水现状着手，从分考虑丽水市环境状况，经济实力和管理水平，几步脱离实际，又必须保证维护生态，保护环境的要求。结合现状，充分发挥城市现有的排水设施的作用，考虑远期规划的合理性，兼顾近期的可行性，便于分期分步实施，使规划具有可操作性。
