金融危机下中国高新技术女性人力资本发展对策研究

摘    要
    由于经济危机的影响，来自女性人力方面的压力比以往任何时期都显得更为紧迫，这必然引起女性高新人才竞争的产业化和国际化，进而加强女性人力资源的矛盾。然而人才市场上的性别歧视仍然屡见不鲜，大部分女性在职业攀升的道路上仍然困难重重，而处于竞争弱势的女性就业问题就更加突出。尤其金融危机给中国经济发展造成了一定的负面影响,劳动力市场的就业压力明显增强。
   本文以英国女性人力资源的开发的经验为借鉴。针对去过女性高新人才结构现状，分析目前实施人才战略的优势和劣势，并提出实施人才战略方面的政策性建议。人力资本在社会生产力许多因素中具有越来越重要的作用，女性人力资本更占据了重要地位。女性人力资本是人力资本总量中的一个不可缺少的组成部分。开发女性人力资本不仅满足了促进经济增长和社会发展的需要，而且本身也是社会的自我拯救和自我保护的自发行动，是社会经济发展中重要的战略性投资。女性人力资本投资对下一代的发展及国民经济的发展十分有利，在提高劳动生产率和消除男女不平等方面具有重要作用，相信逐渐会为所有国家、地区与家庭所接受。

ABSTRACT
 Because of the economic crisis, the influence of human pressures from women than ever, it must appear more pressing women high-tech talent competition internationalization and industrialization of feminine human resource, and strengthen the contradiction. However the marketplace of gender discrimination is still common occurance, most women in the career path climbed difficulties, but still a competitive disadvantage of women employment problem is more outstanding. Financial crisis, especially for China's economic development has caused some negative influence on the employment pressure, the Labour market.
 Based on the British women human resources development experience for reference. According to new talents to women, and analyses the present structure of talents strategy implementation of advantages and disadvantages, and put forward Suggestions on talent strategy. Human capital in many factors in the social productive forces has more and more important role in human capital, women more occupied an important position. Female human capital is the amount of human capital is a indispensable part. Development of human capital is not only meet the women to promote economic growth and social development needs, but also social save itself and the initiative, is to protect the social and economic development of important strategic investment. Female human capital investment to the next generation of development and the development of the national economy was in raise Labour productivity and eliminate gender inequality that play an important role, for all countries, will gradually accepted region and family.
