集中采购与分散采购的优缺点分析及其适用条件研究

摘要： 本文介绍了有关采购的内容及全球化采购的趋势，说明了我国所面临的采购管理上的机遇与挑战，并简述了国际上的采购管理创新，由此引申出几个现今流行的采购模式，特别是集中采购与分散采购，简述了各国地区如美国、英国、韩国、香港、新加坡和我国政府及企业对采购模式的选择及应用。本文着眼于政府或企业如何选择适当的采购模式，特别是集中采购与分散采购，首先给出了集中采购和分散的定义，分析了其实施程序，更描述了两者在现实应用的组织形式，进而着重从多方面分析了集中采购与分散采购的优缺点，结合案例来分析集中采购的优点，在分析集中采购缺点的同时更提出了一种新的采购管理模式—电子化集中采购模式。接着从适合集中采购与分散采购的主、客体及选择因素来分析其适用条件，在此基础上提出选择集中采购或分散采购时应该考虑的标准，为政府与企业选择采购模式提出了依据，最后还介绍了两种采购模型结合的模式—混合制及其在国外的应用，并借鉴美国的非集中化模式，在分析我国国情的基础上，提出了如何构建我国集中采购与分散采购相结合的模式。

 The analysis of the advantages and the disadvantages between
 gentralized purchasing and decentralized purchasing and
  the researches of their practicable circumstances
                           
 Abstract:  This  paper  introduced  the  relevant  knowledge  of  purchasing  and the  tendency  of  global  purchasing  in  order  to  accounting  for  the chance  and  challenge  of  the  purchasing  management  that China  had  to  face , and  described  the  innovations  of  the  international  purchasing management  in  order  to educing several  popular purchasing  mode ,especially  the  gentralized  purchasing  and  decentralized  purchasing , and  described  the  mode  that several  countries  or  areas  chose  and  used. The  author  focused  on how  the  governments  and  companies  to  choose  the  suitable  purchasing  mode . First  it  gave  us  the  definitions ,implement  procedure  and  the  organization  structures  of  the  gentralized purchasing  and  decentralized  purchasing ,  Further  more  it  analyzed  advantages  and  the  disadvantages  of  them  with  the  examples  together  and  gave  a  new  mode---electronic  gentralized  purchasing  to  conquest  the  disadvantages  of  gentralized  purchasing . And  then  it  researched  their practicable  circumstances  including  their  practicable  scopes  and  factors , so  the  governments  and  companies  could  choose  the  suitable  mode  basing  on  these  standards  that  the  foregoing  gave .  At  last  it  introduced  the  use  of  the  combination  of  this  purchasing  mode  abroad ,  also  gave  some  advices  on  how  to  build  our  Chinese  combination  mode  by  means  of  the  American  non- gentralized purchasing  mode  and  the  circumstances  of  China.
