 本文根据电信业发展的需要，开发出一套电信计费系统。本文主要论述了选题的意义——提高电信业的市场竞争；分析了电信计费系统的现状,未来的发展趋势以及所要注意的问题；详细的阐述了系统分析、设计、实施的全过程，详细说明了系统的功能模块。

Abstract

 Market competition in the telecom environment, Telecom Billing System is the core of the most important support systems for telecom operators with market competition, also is the nerve center of the operation of the market for telecommunications companies. Telecommunications companies look at the construction and effective operation of Telecom Billing System as an important means to improve service quality and enhance their competitive strength and stimulate the increased volume of business.
 Based on the needs of the development of the telecommunications  industry in the article, a Telecom Billing System is developed. This article mainly discusses significance of the topics--improving industry competitiveness of telecom; Analysis current situation of Telecom Billing System, development trend in the future and the problem that have to been  paid attention , expounds detailedly the entire process of system analysis, design, implementation.
