论转轨时期如何建立个人信用体系

  摘  要
个人信用体系是信用建设一个首当其冲的环节。我国经济快速发展的同时，个人信用问题相当突出：一方面，国民的信用素质低下，另一方面，对个人信用的投资尚处于起步阶段，如数据库的建设，个人信用评分体系建设，信用立法等，都是关乎个人信用体系建设的核心问题。数据库的建设应该着重于数据的完整与及时,并注意禁忌；个人评分体系则应该侧重于评分的标准的完善与规范，适当借鉴国外的经验；而立法则更应该谨慎与周全;同时文化建设也应该加强。

Abstract
Individual credit system is the credit constructs the link which bears the brunt.Our country economy fast development at the same time, individual credit question is quite prominent: National's credit quality is at the same time low, on the other hand, still was at the start stage to individual credit investment, like the database construction, individual credit grading system construction, the credit legislation and so on, all was concerns individual credit system construction the core question.The database construction should emphatically in the data integrity and prompt, and pays attention to the taboo; Individual grading system should stress on the grading standard consummation and the standard, suitable model overseas experience; But sets up the principle to be supposed to be discrete and to be complete; Simultaneously the cultural reconstruction also should strengthen.
