发达国家安全生产监督管理体制的研究

摘要

“安全生产”在我国社会经济发展中具有不可替代的地位和作用，特别是在当前我国正面临实现工业化的艰巨任务，发展的矛盾十分突出。本文主要介绍了德国、日本、俄罗斯、英国这些发达国家的安全生产监督管理体制，还介绍了国际壳牌石油公司的安全管理经验。结合我国的安全安全生产监督管理体制和我国的安全现状，找出我国和发达国家的差距，指出我国特别要研究和借鉴国际上在该领域一百多年的实践，来丰富和改进相关工作。

Abstract
“Safety produce” has irreplaceable status and function in our country's social economic development, especially our country is facing the arduous task of realizing industrialized in the present, the contradiction of development is very conspicuous. The paper mainly introduces developed countries’ safety produce supervise management system such as Germany, Japan, Russia and Britain; and also introduces the experience of security management of International Shell Oil Company. Combines the supervising management system and our country’s current security situation, then finds out the disparity between our country and the developed country, points out our country should especially study and draw lessons from the practice that is obtained by the world since more than 100 years, it can rich and improve the relevant work.
