铁路施工企业的全面预算

摘 要
    铁路施工在我国社会发展和国民经济增长中发挥着重要的作用。随着我国社会主义市场经济体制改革的深化，铁路施工企业逐步成为市场的竞争主体，因此，必须以经济利益为中心，运用科学的管理方法，全面提高经营管理水平。
 本文在全面预算管理已有的定性研究成果的基础上，从我国铁路施工的具体情况出发，着重研究定量分析方法在铁路施工企业全面预算管理中的应用。
 本文理论与案例研究相结合，通过研究相关与回归分析、时间数列分析等定量方法在我国铁路施工企业预算目标确定、预算编制、预算调整、预算考评等环节的应用，揭示采用定量研究方法可以使全面预算管理更加科学合理，适应不断变化的经营环境，从而有利于提高铁路施工管理水平，为铁路管理体制的深化改革奠定了良好的基础。

 comprehensive budget management in the railway construction of our country
 Abstract
 Railway construction is playing an important role in our country’s social delelopment and economic growth.With the promotion of the socialist market economic system reform in our country.The construction enterprises of the railway progressively become the market competition main body ,they must pay enough attention to economic benefits,use the scientific management methods to improve the managerial skills.
 On the basis of the existing qualitative research results,this paper emphatically studies the application of quantitative research approach in comprehensive budget management proceeding from the practical conditions in the railway construction of our country.
 This paper is written in the way of theory combined with case reseatch,to announce the importance of applying quantitative research approach in comprehensive budget management,through research the application of Correlation and Regression analysis , Time series analysis in budget goal settlement,budget work out,budget adjustment and budget examination application of link,which can make comprehensive,thus help to heighten the management level of railway construction,settle good foundation for in-depth reform of the management system.
