人大官员代表减少的宪政意义

摘    要
      宪政的三要素是民主、法治、人权.在我国，以人民代表大会为象征的民主制度是法治、人权的基础，但是我国人大代表的构成存在一些不合理的地方，其中政府官员比例过高就是很重要的一点。我国目前正处于社会转型时期，公民社会的进一步发展对公民的政治权利和社会的民主制度都提出了新的要求。本文通过对我国政府官员占人大代表比例的现状研究，分析政府官员在人大代表中比例减少的宪政意义，减少官员代表比例，有助于实现依法治国、完善社会主义民主、制约政府权力和保障人权，促进政府职能转变，实现社会的和谐发展。

Abstract
    The three elements of Constitutionalism are democracy、rule of law and human rights. In our country, the democratic system which marked by the People’s Congress is the foundation of rule of law and human rights. However, there also have so many drawbacks in the system of People’s Congress, the over high proportion of government officials is a very important one. Now our country is in the period of social transformation, the development of civil society raises new requirement for political rights and democratic system.This paper based on the research of the proportion of government officials, analyzing the constitutional significance of reducing the proportion of government officials in the NPC Deputy. Reducing the proportion of government officials in the NPC Deputy, is helpful to perfect socialism democracy、restrict the Government’s power 、guarantee human rights and promote the  transformation of government function .In final,realizing the harmonious development of society.
