摘  要
 工程项目投资是指投资者在一定时间内新建、扩建、改建、恢复某个工程项目所作的一种投资活动。随着社会生产力的提高和科学技术的发展，由于项目建设资金来源日益市场化，投资者对项目的回报异常关注，项目的成败造成的经济影响、社会影响、环境影响巨大，都导致对项目投资决策的要求不断提高。另外工程投资项目的规模和复杂性日益增大，呈现出周期长、投资大，内部组织复杂的特点，在实施过程中会出现大量随机干扰因素，导致项目的风险较大。
 为了确保工程项目的实际收益能力，同时兼顾其社会效益、环境效益以及可持续发展能力，在项目决策阶段，以风险分析为主体，对项目进行客观、合理的综合分析与评价，并采取相应的措施规避风险、规范建设流程、控制投资成本是非常必要的，这对促进经济增长，改善投资环境具有十分重要的现实意义。

Abstract
 Investment projects refer to investors at a certain period of time the new, expansion, alteration, restoration of a project by an investment activity. With the social productive forces and science and technology enhance the development of projects because of the increasingly market-oriented funding sources, investors concerned about the return on the project, the project's success or failure of the economic impact, social impact, environmental impact, all lead to the project investment improve decision-making demands. In addition investment in public works projects the size and complexity of the growing, showing a long cycle and high investment, the internal organization of complex features, in the implementation process there will be a large number of random interference factors, resulting in higher risk projects.
 In order to ensure that the actual earning power, at the same time take into account their social, environmental benefits and capacity for sustainable development, decision-making at the project stage, to risk analysis as the main body, the project objective, reasonable comprehensive analysis and evaluation and to take corresponding measures to avoid risks, standardizing the construction of flow, control the cost of investment is necessary, which promote economic growth, improve the investment environment is of great practical significance。
