摘    要
 “国以民为本，民以食为天”，粮食是人类赖以生存的基本生活资料。我国是一个拥有15亿人口的大国，粮食作为一种具有战略意义的特殊商品，直接关系到国民经济的发展和社会稳定的大局。粮食问题既是重要的经济问题，也是重大的政治问题。粮食流通是联系工业和农业、城市和农村、生产和消费的桥梁，对促进粮食生产发展、调节消需求、减少供求波动等具有重要作用。
 粮食的稳定供给是在一定政策背景和制度环境下实现的。一切制度安排和政策因素都可能影响收入分配和资源配置效率。目前粮食市场上最突出的矛盾不是总量供给不足，而是供给不稳定。而这种不稳定可以由生产要素投入波动而导致的产量波动予以部分的解释，但并没有触及问题的根源——既定制度的约束及政府政策设计目标偏差而造成的干预。这一课题着重探讨粮食供给增大和波动中农业生产经营体制、收购政策、价格政策等的影响。
 全文总共包括三大部分：
 第一部分也就是绪论部分，简述本文选题的目的、背景、国内外研究状况以及研究思路等。
 第二部分对粮食政策、粮食供给理论进行分析，鉴于制度和政策对粮食生产和供给影响的间接性、多维性、多层面，通过对这些因素作用效果进行简单定性分析评判，筛选出了重要的影响变量。为第三部分的分析奠定理论基础。
 第三部分通过对我国粮食政策对粮食供给影响分析，得出结论。

Abstract
 "State of Serving the Community, Hunger breeds", food is the basic human survival means of subsistence. China is a 1.5 billion population of the country, food is of strategic significance as a special commodity, is directly related to the development of the national economy and social stability. Food problem is not only an important economic issue, but also a major political issue.Grain distribution is associated industrial and agricultural, urban and rural areas, a bridge between production and consumption, to promote the development of food production, regulation of consumer demand, reduce supply and demand play an important role in the fluctuations.
 The stability of food supply is the background of a certain policy and institutional environment to achieve. All the institutional arrangements and policy factors that may affect the income distribution and the efficiency of resource allocation. The grain market is currently the most prominent conflicts are not the total supply, but supply instability.This instability can be input by the factors of production caused by fluctuations in output volatility to be part of the explanation, but does not touch the root of the problem - the well-established system of constraints and design objectives of government policy bias caused by intervention.
