铁路职工培训及管理问题研究——以车辆段为例

摘    要
 铁路作为国家经济发展的大动脉，在加快我国现代化建设的进程中发挥着举足轻重的作用。为适应改革发展的需要，铁道部于2003年提出铁路跨越式发展战略。而要实现铁路跨越式发展战略目标，人力资源是第一要素。对于铁路行业而言，建设一支高素质的职工队伍是人力资源建设的关键。而建设一支高素质职工队伍离不开职工培训工作。但铁路行业的培训观念还长期停留在计划经济时代，培训缺乏针对性和实效性、培训大多流于形式，影响了职工的培训积极性和工作效率。因此职工培训工作的有效性成为了一直困扰铁路企业的一个难题。
 本文以车辆段为重点，用现代企业人力资源培训与开发理论对铁路职工培训与开发现状进行了分析研究。在此基础上，提出了铁路职工培训工作的优化方案。并从劳动人事制度改革、培训制度等方面提出建议，以加强培训的有效性。

Abstract
 The development of railways as the main artery of national economy, speed up the process of modernization of our country played a pivotal role. In order to meet the needs of reform and development, the Ministry of Railways in 2003 for railway development strategy by leaps and bounds. In order to achieve the strategic objectives of Rapid Development of human resources is the first element. For the railway industry, the construction of a high-quality workforce is the key to human resource development. The construction workers can not do without a high-quality workforce training. However, training for the rail industry has a long stay in concept of the planned economy era, the lack of targeted and effective training, training most of the formality of the training of staff motivation and productivity. Therefore, the effectiveness of staff training has been plagued by the railway company has become a problem.     In this paper, the focus depot with modern human resource training and development of theory training and development status of railway workers were analyzed. On this basis, the proposed optimization of railway workers training program. And from the labor and personnel system reform, training systems and other aspects of recommendations to enhance the effectiveness of training.
