上海市公租房物业企业文化的现状诊断与构建

[摘 要]上世纪起物业管理这个服务民生的新兴行业在中国大地落地开花，上海作为中国改革开放的前沿阵地对物业管理行业的推动与发展也起了关键作用。同时在原来计划经济体制下的房管所也根据市场经济建设发展的要求进行了公租房物业企业化改革的进程，随着相关配套的物业管理法律法规体系、行政管理体系健全与完善；物业管理的市场机制形成和社会环境需求逐步调整完善完毕；有关部门对市场化社会化企业化的物业管理责任主体和职能界定逐步明晰，这些课题又是摆在公租房物业企业面前的又一道题目。
 本文以上海市公租房物业企业为研究对象，通过对当前上海市公租房物业企业的文化建设的现状分析，针对其人才短缺、文化建设的困难、其他社会文化的密切的联系等问题与不足，结合上海这座城市的实际情况，提出解决这些问题的建议与构想，并试探性地展望了未来的发展方向。最后总结了近几年来上海市公租房物业企业在文化建设所取得的成就，为其它城市公租房物业企业构建科学、和谐、可持续发展的公租房物业企业的文化建设提供实践经验。

[ABSTRACT]The last century property management services to the people's livelihood of the emerging industry in China the earth landing blossom, Shanghai as the forefront of China's reform and opening-up of the property management industry promotion and development also play a key role. At the same time below system of original planned economy houses according to market economic development and requirements for a public rental housing property management enterprise reform, along with the related property management laws and regulations, administrative management system is sound and perfect; property management market mechanism and social environment demand is gradually adjust and improve relevant departments; on market socialization enterprise property management responsibility and function definition gradually clear, the subject is placed in public rental property business in front of another question.
 This article take the Shanghai public rental property enterprises as the research object, through to the Shanghai public rental housing property management enterprise culture construction present situation analysis, aiming at the shortage of talent, culture construction difficulties, other social culture closely linked with such problems as the inadequacy of the city of Shanghai, combined with the actual situation, proposed solutions to these problems suggestion and conception, and exploratory prospect for the future direction of development. Finally summarized the recent years Shanghai city public housing property management enterprise in culture construction achievements, as other city public rental property enterprises to construct scientific, harmonious, sustainable development and public rental property enterprises cultural construction with the practice experience.
