三网合一模式下电信行业的现状及发展趋势

摘要

从国际三网合一的实践经验来看,三网合一是渐进的过程,不会一蹴而就。总的来说,推进三网合一可以分两部分:一靠政府体制变革和政策推动,二靠市场机制的作用。电信、电脑、电视三种网络的合而为一，并且合并的方向是传输、接收和处理全部实现数字化,也是未来电信行业发展的趋势，而数字化将给我们带来高新技术发展的新景观。

随着数字技术、光纤通信技术和软件技术的发展以及统一的TCP/IP协议的广泛应用，以三大业务来分割电信业市场的技术基础已不存在，市场需求和技术发展促使"三网合一"，限制三网交叉经营的管制也将做出重大调整。业界呈现出技术融合、市场融合、业务融合的大趋势，三种行业、网络以及信息终端的最终融合不可避免，这将对整个信息产业和社会信息化产生重大影响。

Abstract

Based on the experience from international triple-play adoption, triple-play is an iterative process and cannot be achieved overnight. In general, there are two forces combined to promote the application of triple-play model: government institutional change and policy as well as marketing approaches. Combining telecom, computer and television networks into one with digital transmission, reception and processing is the trend of the future development of telecom industry. Digitization will bring us new future of high-tech development.

With the development of digital technology, optical fiber communication technology, software technology and widely adoption of TCP/IP, the technical basis that divides telecom market into three major businesses is no longer valid. The market demand and technological development trigger triple-play. The policy that restricted the cross business among three networks will be changed a lot. The industry shows a big trend of technology, market and business integration. The ultimate integration of three industries, network and information terminal is inevitable which will have a big impact on the entire information industry and society informatization.
