摘  要
  
 本文根据当前学校对学生问题解决能力培养的需求，通过问题的选择，学习目标分析等方法探讨学习型课件的设计制作，提出了基于问题解决的学习型课件的基本要素和具体要求。指出在课件设计时，需着重考虑问题、教学目标、学习环境、问题求解过程、系统设计及交互等因素，并强调课件设计过程中应根据定义完善和定义不完善问题加以区分。
 在理论分析的基础上，本文用实例剖析了上述原则和要素的综合应用。以鸟类的飞行为例，运用Flash技术构建了一个学习型课件，并从界面设计、媒体内容设计和功能模块设计三个方面进行了详细的阐述。将新理念运用于课件制作中，创设一种能寓教于乐的教学氛围，从而培养学生的问题解决能力。
 有效的基于问题解决的学习型课件正处在不断探索之中，基于问题解决的学习型课件设计的有效途径也是多样化的。我们应当在不断地推行问题解决式学习方式的实践过程中努力探索新路和总结经验，用正确的指导支持问题解决式学习方式的多媒体课件的设计与运用。

ABSTRACT
 Based on the need of student’s problem solving ability according to the requirements of schools, the paper discussed how to design learner courseware by the choice of problem, target analysis etc.  And essential elements and concrete requests of learner courseware based on problem-solving are put forward. Moreover it points out that problem, target, learning environment, process of problem solving, system designing and interaction should be emphasized when designing courseware. On the same time, the paper emphasizes that problem should be distinguished by definition problem and un-definition problem in the process of courseware designing.
 On the foundation of theory, this paper analyzes the comprehensive application of above-mentioned principles and main factors with examples. For instance, the courseware of birds flying sets up a learner courseware with Flash technology. It elaborates from three aspects such as the interface, design of medium and function. The courseware establishes learning atmosphere through playing and then try to train student's problem solving ability by using newly principles.
        Perfectly and effectively learner courseware is placed into investigate continuously, and methods of designing is also diversified. We should investigate new road and summary experience during the period of promoting the fulfillment of learner courseware based on problem solving.
