吉安市外向型农业发展研究

摘要

 目前，发展农村经济、增加农民收入是农业和农村的基本任务，也是农村工作面临最为突出的问题。吉安市拥有较好的农业发展条件和基础，是全国农业比较发达的地区之一，也是江西省内最重要的农业生产大市，所以农业对吉安市经济的发展有着重要影响。随着我国经济的发展，农业发展越来越专业化、市场化，各地的农业都向外向型农业方向发展，只有大力发展外向型农业才能加快传统农业向现代农业转型的步伐。研究外向型农业发展这不仅对吉安市的经济发展有着重要的现实意义，乃至对江西省农业产业结构的调整都有示范意义。
 本文通过运用SWOT分析方法，对吉安市农业的现状及其发展外向型农业所面临的优势、劣势、机遇、挑战等进行了较为系统的分析和研究。研究表明：吉安市区位条件优越，交通便利，但其农产品加工自主创新能力有待于加强，产业化生产规模也有待于扩大；近年来国家制定发布的一系列惠农政策和实施的《促进中部地区崛起规划》等为吉安市发展外向型农业提供了很好的机遇，但是绿色壁垒、劳动力价格上升等因素也阻碍了吉安市外向型农业的发展。吉安市只有通过提质增效，打响品牌建立健全法律法规体系等一系列措施，才能更好地促进外向型农业的发展。

A Study on the External-orinted Agricultural Economy in Ji’an City

Abstract: At present, the development of rural economy is the basic task of the agriculture and rural areas. Ji’an City is the one of the more developed regions of agriculture and also is a traditional agricultural city,so agriculture has an important influence on the economic development of Ji'an City. As China's economic development, agricultural development tends to more and more specialized and marketed, only to develop external-oriented agriculture can accelerate the pace of the transformation of traditional agriculture to modern agriculture.
 Through the use of SWOT analysis method, external-oriented agriculture on the status of Ji'an City strengths & weaknesses & opportunities and challenges for a more systematic analysis and research. The results show that Ji’an City has an advantageous location and convenient transportation, but the capability of innovation has to be strengthened and industrial production scale has to be expanded. Although our countrie pays more attention on agriculture, the green barriers& high labor prices and other factors can not be ignored. Ji’an City can only promote external-oriented agricultural through improving the quality and efficiency, setting out the brand, expanding the market outside the region, establishing a sound legal system and strengthening government functions.
