关于市场经济条件下政府职能转变的思考

摘   要

     随着社会主义市场经济体制的建立和完善，它要求包括行政管理体制在内的整个上层建筑要与之相配套、相适应，要求政府职能结构随之调整与改变。这既是行政管理体制改革以及机构改革的核心问题，又是建立和完善社会主义市场经济体制的中心环节。在这样一个大背景下，许多新的社会团体应运而生，许多公民的思想也产生了变化，同时政治制度与经济体制都有了相应的完善。这些因素都在一定程度上促进了政府职能的转变。为了满足公民的需要、适应时代的新要求，政府在政治、经济、文化与社会各个方面都必须进行相应的转变，解决好党政不分、政企不分及政府工作效率不高等问题。从职能方式、职能中心与职能关系三个方面着手完成对政府职能的转变，以经济建设为中心，适应市场经济的发展与人民提出的新要求，并且按照新的价值取向转变政府职能，实现从“管制刑政府”向“服务型政府”、从“无限责任”向“有限责任”、从“行政管理”向“公共管理”、从“集权行政”向“分权行政”的转变，真正的建立起一个分权型政府、服务型政府。

Abstract

Since the socialist market economic system is established and to be perfect, it requires the total superstructure including the administrative management system to support and adapt to it. At the same time, it asked the Government’s function and structure to be adjusted the change of it. This is not only the core issue of the administration organizational reform as well as the organization reform, but also is the central link to improve the socialist market economic system. In this situation, many social groups have been founded, and many citizen's thought have had the change. Simultaneously the political system and economic system are beginning to Perfect. These factors have promoted the change of government functions to a certain extent. In order to meet the needs of citizens, meet the new demands of the times, the Government in the political, economic, cultural and social each aspect must carry on the corresponding changes. The same time, it also must solve the all question between the party and the government, the government and the enterprises and the question of the government’s low efficiency. And according to the method, the center and the relations of the function to complete the change of the government’s function. Take the economic development as the center and establish a decentralized and service government.
