试论我国塑造有限政府的意义

摘   要
     在现实生活中，政府权力与个人权利、社会权力的矛盾一直是政治权力运作中的主要矛盾。而全能政府、无政府主义都不能解决这些矛盾。全能政府对国家社会生活进行全方位的控制和渗透，从根本上否定了公民的权利与社会的公共权力。无政府主义则反对政府的存在，主张建立一个无政府的社会，从根本上否定政府的权威。而在市场经济条件下，无论国家性质如何，市场都要在资源配置中起基础性作用。政府不可避免要受到市场与社会的制约，但市场的缺陷却需要政府进行必要的干预和指导。因此，建立一个权力受到宪法和法律明确限制的政府是必需的。^论文主要从有限政府的理论渊源和概念界定出发，从社会主义民主政治的发展、社会主义市场经济的发展、腐败的治理等方面阐述我国构建有限政府的必要性，从政府职能的转变、权力制约等方面分析我国实现有限政府的途径。塑造一个有限政府，将有利于推进我国政府体制改革的步伐和促进社会经济的发展。

ABSTRACT
In real life, the principal contradiction in the operation of political power is the contradiction between the governmental power and individual right、social power. Totalitarian government and Anarchism can’t solve the contradiction. Totalitarian government is always controlling and penetrating every area of the nation and society, it is a fundamental denial to  the rights of citizens and the public power of society. Anarchism is opposed to the existence  of the Government, it hopes build a society of non- government, a fundamental denial to the authority of the government. In market economy,  the market will play a fundamental role in the allocation of resources, no matter what the national political system is. Government is limited by market and society inevitably. The market needs the necessary intervention and guidance of government because of its defects. Therefore, it is necessary to build a government that its power is restricted by the Constitution and law explicitly.  Defines its basic connotations by tracing the theory sources and concept of the limited government, expounds the necessity of the establishment of limited government from aspects of the need of developing socialist democratic politics、developing socialist market economy、 fighting against corruption etc, analyzes the optional ways of china’s construction of limited government from aspects of transforming governmental functions、 restricting governmental power etc, It will help our country push the paces of government system reform and accelerate the development of economy and society by creating a limited government.
