浅析居民社区参与功能及对策建议

摘  要
    居民社区参与是促进社区建设与发展内在动力和实现社区自治的关键。但在社会转型期，由于“强国家——弱社会”的格局下的一些原因，致使居民社区参与严重不足。我国社区参与呈现出居民社区参与多是动员型、居民社区参与成本过高、参与主体不平衡、总体参与率低、参与的内容主要集中在非政治参与、社区参与制度供给不足等问题。由于居民社区参与在社区、政治、社会等层面上的重要功能，必须提高我国居民社区参与有效性。通过培养社区意识，发展非营利组织，合理配置资源，政府和居委会各司其职，以及划小社区来提高我国居民社区参与的有效性。

Functions And Countermeasures About Resident Community Participation
                       ABSTRACT
The resident community participation is an internal driving force for community building and development and the key to realize community sel-government.But in the social transition period,the resident community participation is seriously insufficient because of some reasons under the pattern of “Strong nation-Weak society”. Community participation in our country presents a lot of questions.Firstly,more resident community participation is mobilization.Secondly,the cost of community participation for residents is excessively high.Thirdly,the main bodies of participation are not balanced. Fourthly,the rate of total participation is low and the content of community participation mainly concentrates on the non-political participation.Last but not least important,the community participation systems supply insufficient.The validity of resident community participation in our country must be hightened because of the important functions of resident community participation in the aspects of community,politics,society and others.Then we can highten the vality of community participation through community awareness training,developing the non-profit organizations,a reasonable allocation of resources,the government and the neighborhood committees carring out their duties and dividing communites into small parts.
