论有限政府与有效政府

 摘   要
      发端于西方的有限政府理论，主要是探讨政府权力应该在多大的程度上、多大的范围内行使。斯密、凯恩斯、诺齐克也从不同的角度对政府的权力行使的范围和程度做了界定和说明。但到了20世纪80年代末期，政府治理的实践使有限政府理论的缺陷和不足曝露无疑，要求建立一个有能力和有效率的政府——有效政府的呼声不断高涨，使有限政府向有效政府的过渡也成了现实的需要。当代的国内外学者对有效政府也做了初步探讨；然而，有限政府与有效政府之间存在怎样的关系，如何才能实现有效政府乃是国内外学者关注的焦点。政府要“有效”必须要以政府的“有限”为前提，而有效政府才是我们最终追求的目标。本文将从有限政府与有效政府的关系出发，探讨在政府权力有限的前提下实现有效政府的途径和方法。同时，从我国大部制改革背景下，对我国的有效政府的建立，做了几个方面的探讨。对以上问题的探讨，也为各国建设有效政府提供一定的借鉴意义。

Abstract
