公共政策环境因素分析

摘  要
 
 公共政策是国家政府及公共团体为了实现特定的公共利益、公共目标，对社会价值、资源进行合理配置的决定与实施过程。公共政策的有效制定、执行对于解决社会中出现的公共问题、实现社会发展目标具有举足轻重的作用。然而任何政府的公共政策活动或社会的公共政策过程都必须在一定的环境下进行，这种环境作为影响公共政策的外部因素我们称之为公共政策环境，公共政策的制定、执行等运行过程时时刻刻受到公共政策环境的影响和制约。厘清影响公共政策运行过程中出现的诸如自然地理、政治经济、社会文化及国际环境等因素，把握这类公共政策环境因素的相关特点，并对其进行科学合理的分析，对公共政策的制定、执行、评估、监控及终结这些环节有着重要的意义。

   The Analysis of the Environment of Public Policy

Abstract

 Public policy is the process of decision-making and implementation for government and public group to achieve a certain public goal, allocate social values and resources appropriately. The making and implementation of public policies is the key to resolve the social problems and achieve the social goal. However, all the activities and processes of public policies are set in a certain background. The background which affects the public policies as an external element is called the environment of public policies. And the making and implementation of public policies are always affected and limited by the environment of public policies. It’s of great importance to define the geographical, economic, social and international factors in the implementation of public policies, explore the characteristics of the environment of the public policies and sort them scientifically in the process of making, implementing, assessing, and supervising of public policies.
