山东应对水产品绿色壁垒的对策

摘  要

     山东是水产品生产大省，20世纪90年代以来水产品总产量持续高速增长。随着总产量的增加，山东水产品对外贸易在我国外贸中的地位也日趋重要。随着世界经济贸易一体化，传统的非关税壁垒被逐步削减，绿色贸易壁垒以其鲜明的时代特征日益成为国际贸易发展的主要关卡。尤其在中国加入WTO后，山东水产品出口遭遇的绿色贸易壁垒与日俱增。为了更好地应对山东省水产品出口遭遇的绿色壁垒，本文分析了山东省水产品在国民经济和国际贸易中的地位，回顾了近年来水产品遭遇绿色壁垒的现状，结合绿色贸易壁垒理论重点对山东省水产品遭遇的绿色壁垒的表现形式进行分类，并在此基础上指出了绿色壁垒的成因、特征，以期打破绿色壁垒，为进一步扩大山东水产品出口提供有益的分析视角。

Abstract

Shan Dong is the largest producer of aquatic products in china, the total output of aquatic products has maintained rapid growth since the 1990s in the 20th century. Along with the increasing in total output, foreign trade in the aquatic products industry is becoming more and more important in Shan Dong. After China's WTO Entry and the integration of world trade and economy, the export of aquatic product has increasingly encountered the green barrier in Shan Dong, the traditional non-tariff barriers have been cut down gradually, and green trade barriers has increasingly become a major international trade barrier for its distinctive characteristics of the times. In order to challenge the green barrier of the aquatic products for export have been encountered in Shan Dong. This article have analyzed the aquatic products in the national and international trade for Shan Dong; reviewed the current situation that the aquatic products had been encountered; classified the form of performance with essential point that the aquatic products had been encountered; and pointed out the reason、character of green barrier on its own base. In order to break up the green barrier and extend the further export of Aquatic Product, this article supplied the profitable angle of view.
