有关粮食流通的公共政策选择研究

摘    要
 粮食流通政策作为国家经济政策的重要组成部分，近些年来，一直是社会关注的热点话题。因为粮食问题的敏感性，所以民众对此非常关注，政府不敢忽视怠慢。而且，粮食流通政策与国家经济的运行休戚相关，对经济社会的可持续发展有着重要的影响，所以必须重视粮食流通政策研究。
 本文通过对我国粮情发生的新变化和我国特殊粮情的分析，以及对世界主要国家粮食流通管理成功做法的介绍，突出说明粮食流通的地位和作用，说明研究我国粮食流通政策的必要性和重要性；运用历史分析法诠释了我国建国以来的粮食流通政策演变，清晰地展示了粮食流通政策实践在我国走过的艰难历程，指出了具体政策的局限，为完善现行的粮食流通政策提供历史借鉴；通过对我国现行具体的粮食流通政策深入分析，指出其存在的问题和不足。从历史角度分析研究我国粮食流通政策的发展变化，运用公共政策原理，分析我国粮食流通政策的取向，借鉴国外的成功做法，结合我国实际，提出完善我国粮食流通政策的建议。
 本文在分析历史的、现实的和国外的粮食流通政策基础上，利用公共政策原理，对影响我国粮食流通政策取向的主要因素进行了研究，论述各有关因素对粮食流通政策选择的影响，指出了我国粮食流通政策取向，并以三个核心粮食流通政策即购销政策、储备政策和补贴政策为突破口，提出了完善我国现行粮食流通政策的具体建议。

Abstract
 The grain circulation policies is an important part of the national economic policy . In recent years ,it has been a hot topic of social concern .Because of the sensitivity of the issue of grain , people are very concerned ,the Government can not ignore slow. The grain circulation of national economic policies and the operation of solidarity, sustainable economic and social development has an important impact, we must face up to the policy on grain circulation.
 Based on China's grain situation in China and new changes in the special grain analysis, as well as major countries of the world the success of the grain circulation management practices that highlight the status of the grain distribution and the role that China's grain circulation study the need for policies and importance; Interpretation of the use of historical analysis since the founding of the evolution of policy, clearly demonstrates the practice of the grain circulation policies through the difficult process, pointing out the limitations of specific policies, in order to improve the existing policy of the grain circulation historical reference; through specific to China's existing policy-depth analysis of the grain circulation, pointing out that the existence of problems and deficiencies. Analysis from a historical perspective of China's grain policy development and changes in circulation, the use of the principle, analysis of China's grain circulation policy, successful practices from abroad, combined with the reality of our country, to improve the flow of China's grain policy.
 Based on the analysis of the study of history ,the reality of the grain circulation and foreign policy based on the use of public policy principles, the impact on grain circulation policy orientation of the main factors were studied, discussed all relevant factors of the grain circulation of the impact of policy options that China's grain circulation policy direction, and the grain circulation to the three core policies that procurement policies, reserve policies and subsidies policy as a breakthrough point, to improve China's existing grain circulation of specific policy recommendations.
