上海市电子政务的发展现状与对策思考

摘  要

在我国，电子政务的概念逐步深入人心。从20世纪80年代就开始的电子政务建设到今天已经取得了初步的成效，许多地方政府部门基本上都建立了相应的配套设施。在有了这些基础之后，上海的电子政务建设开始进入一个非常关键的时期，即从基础建设到全面应用的深刻变革时期。特别是党的十六大将加强电子政务作为一项基本国策写入新的五年规划，电子政务在推进政府管理创新方面将起到革命性的作用。

如何更深刻地理解和认识电子政务的目的、作用，如何更科学合理地开展和发展这项工作，正成为政府领导人、电子政务建设管理者、IT业界人士乃至社会公众日益关心的问题，它迫切要求我们从理论和实践上积极探索、总结经验。本文以美国电子政务的实施经验为研究背景，来讨论上海电子政务建设的现状及其存在的问题，并给出相应的对策，以对上海电子政务的发展提供一些参考。

Abstract

In China, the concept of e-government gradually deep. From the 20th century to the beginning of the 1980s the building of E-government today has been made to the preliminary results. many local governments have established departments basically corresponding facilities. With these foundations, the building of E-government in China has begun to enter a very crucial period, from infrastructure to the full period of profound change 

Especially the 16th Party Congress will strengthen the E-government as a basic national policy into the new five-year plan, E-government in promoting innovation in government management will play a revolutionary role. How much deeper understanding and awareness of E-government purpose, role, and how to carry out scientific and rational development of this work is to become government leaders. E-government construction managers, IT industry and the public increasingly concerned about the problem.

It urgently require us from the theory and practice of active exploration, summing up experience. Based on the e-government construction overview, a summary of China's E-government construction status and problems, and gives the corresponding development of countermeasures to the development of China's E-government to provide some reference.
