试论我国有限政府的建构

 摘要：国家与政府是随着社会的发展而产生的，并且在人类发展中发挥着重要作用。但是，随着政府权力与职能的发展变迁，出现政府权力日益膨胀的问题，促使人们关注政府权力界限，重新思考政府与市场、社会之间的关系与界限。有限政府理论就是以限制政府权力、注重市场与社会作用为核心取向的一种政府建设理论，有限政府是权力受到制约的、是职能有限的政府、是规模有限的政府、是在政府运行上实行透明行政的政府、在权责关系上是一个自律性的责任政府。本文介绍了有限政府的理论渊源和内涵，并对我国建设有限政府进行了现实分析，提出了我国建构有限政府存在的问题，并就在市场经济的条件下和法治框架下建设有限政府的具体途径，在观念转变、立法和行政体制改革等方面应当采取的措施加以论述。

 Abstract: Along with society's development, the country and the government have formed, playing the vital role in the development of the human race. However, as the development and change of the government authority and function, the problem that the government authority inflates day by day has arisen, which urges people to pay attention to the government authority boundary and think over the relations and the boundary of the government, the market and the society. The theory of the limited government, as the core orientation one kind of government, is that takes the limited government authority, focusing on the market and the social function constructs. The limited government’s authority, function and the scale are limited, which practices transparent administrative in the government movement. In the power and responsibility relations, the limited government is an autonomy responsible government. This article introduces the origin of the limited government's theory and the connotation, which carries the realistic analysis on the limited government’s construction, proposing existing problems on our limited government’s construction. Besides,   under the market economy condition and the law frame, the concrete way of constructing the limited government in idea-change, legislation and administration organizational reform and some other aspects, has been put forward.
