试论失地农民的社会保障问题

 摘  要：失地农民是一个国家在城市化的过程中必然出现的一种正常的社会现象，随着我国城市化和工业化步伐的明显加快，城市地域和规模不断加大，大量农用土地因政府建设用地和商业用地而被征用，失地农民的数量和相应的社会问题日益增加。农民土地被征用后，如何有效解决失地农民的社会保障问题，成了影响农村社会繁荣与稳定的关键，同时也是促进城市化稳健发展的重要环节。本文对建立失地农民社会保障的必要性进行简单分析，并对构建失地农民社会保障体系提出一些现实途径。

 Abstract:Peasants who lost land are a kind of normal social phenomenon appears in the course of country urbanization.With the obvious quickening of our country’s urbanization and industrialized paces,the city region and scale are expanding constantly,and a large number of agricultural lands are being taken over for the use of government’s construction land and commercial area.The number of peasants who lost land and the corresponding social problem increase day by day.After peasants’ land being taken over,how to solve social security problem effectively becomes the key to countryside’s prosperity and stability and the important point of promoting the stable development of urbanization.This text tries to analyse the necessity of building social security for peasants who lost land and put forward some realistic methods of building that security.
