试论网络参与的失序问题及其治理

摘     要
       网络的出现，使得公民的政治参与变得更加自由、直接、便利和强大。作为高新科技的成果，网络将计算机技术和通讯技术完美结合，一旦被纳入公民参与的支持系统，必将发挥巨大的作用。从公民的角度看，网络环境下的参与过程是一种全新的公民参与方式。
然而，网络就像一把双刃剑，在给人们带来方便的同时，也必然产生一些问题。目前，网络参与面临着许多问题和难题，网络存在的网络信息客观性问题、参与公平性问题及参与规范性问题使得网络参与处于一种失序的状况。失序的参与必然导致许多问题，因此必须采取一定措施对其进行相应的规范，引导公民有序地参与政治生活。
为实现网络参与的有序性，我们需要在制定网络法律的前提下，积极地拓宽公民网络参与渠道并提升公民网络参与能力。

ABSTRACT
With the advent of the internet, the political participation of citizen has become much freer, more immediate, convenient and powerful than before. As the result of high-tech, the network perfectly combines the computer technology with the communication technology which is bound to play a great important role if they are brought into the support system of citizen participation. From the perspective of citizen, participation process in the network environment provides a completely new way for them.
However, internet shows positive and negative functions. At present, the network participation encounters with many problems and difficulties. The disordered state of the information transmission and the unconventional order of the network participation cause the disorder of the network which is sure to bring a lot of problem. Therefore, we must take some certain measures to regulate this phenomenon correspondingly and guide the citizens to participate in political life orderly.
For the orderly network participation, we need to actively expand more channels for citizens and improve their ability in the network participation.
