浅谈我国非营利组织与政府的关系

 摘要：目前我国的非营利组织与政府关系主要呈现“官民二重性”，是由于我国非营利组织的发展以及我国特定的历史文化背景决定的。为了改善这种关系，更好的提供公共服务，建设“小政府，大社会”的社会结构，更好的解决我国国家与社会二分关系模式的历史缺位问题，需要引入一种新的关系模式，即合作竞争的关系。本文主要论述了我国的非营利组织的发展及其与政府关系的现状，归纳了我国非营利组织与政府之间问题出现的原因，及提出了要建立一个新的模式，即合作竞争关系模式。

 Abstract: At present our Non-Profit Organizations and the government relationship mainly presents “the officials and people duality”, it depends on the development of our Non-Profit Organizations as well as our special history cultural environment. In order to improve this kind of relations, to provides the public service better, to construct the social structure of “the small government big society”, and to solve the question between our government and the society that two minute relations pattern historical vacancy, we needs to introduce one new kind of relational pattern, which named cooperation and competition relations. This paper mainly summerieze the present development of our NOPs, and analyzes why the relationship present “the officials and people duality”, then puts forward solutions and suggestions for those problems according to the relationship, that is the cooperation and competition relations.
